However, it may also be argued that this is the result of a structural change that is taking place, where there are likely to be increasing numbers of atypical employees. To examine this to determine whether nor not this is a blip, or wither it is part of a structural change, we will first start by defining what is mean by atypical workforce and how it is emerging in Japan. In order to assess whether or not this is a change in the structure the way that the structure has developed and changed in the past also needs to be examined, to understand the structure which will reflect the culture and the values as well as the industry that has taken place. This will lead us to examine the changes that have taken place looking at how and why they have occurred, comparing this with past changes in order to help with the assessment of their status, along with current influences to determine whether or not these are structural changes or blips. The traditional employment structures are full time employees under a permanent employment contract (Ogura, 2005). In many countries, especially those where there has been a general lower level of commitment between the employer and the employees there have been other forms of employment emerge; these have included the use of temporary worker, part time employees and the use of fixed term contracts (Huczynski and Buchanan, 2007). Sato (2003) notes the increase in these types of employees, which accounted for 27.5% of the workforce by 1999.
