are struggling with is, quite simply: Does allowing citizens to carry fare arms actually reduce crime rates? Naturally, the answers to this question depend upon which side of the
ideological argument one supports. There is also the fact to consider that, "the right of the people to keep and bear arms" is clearly articulated in the U.S. Constitution.
This is a difficult topic in which to obtain reliable data because statistics can be easily manipulated depending on ones position on this controversial issue. However, by examining
both pro and con positions, as advocated by the two major U.S. lobbying groups on both sides, the National Rifle Association of America (NRA) and The James and Sarah Brady
Campaign to Prevent Gun Violence, along with 2003 statistics provided by Federal Bureau of Investigation, perhaps some concrete conclusions can be drawn. First, it must be understood that adult citizens
in states and cities throughout the United States who are non-convicted felons have the right to carry firearms based upon whatever restrictions apply to the areas in which they live,
such as permits, licenses, or perhaps some type of firearms instruction. Presently, there is only one city in the U.S. in which carrying firearms by private is banned, and
that is Washington, D.C. (Leff, 2004). The real issue currently at hand is whether or not a citizen is allowed to carry a concealed weapon (CCW) or firearm.
The NRA bases much of its pro-gun advocacy, particularly as it relates to allowing citizens to carry concealed firearms, on a study conducted in the late 1990s by Professor
