overall success of the Armys missions that in 2006 it established an "Army Diversity Office (ADO)" as part of the "Office of the Deputy Chief of Staff, G-1, Human Resources
Policy Directorate" (Army workforce diversity, 2008). The establishment of this headquarters-level office is needed in order to "oversee the full spectrum of all workforce diversity issues for Soldiers and Department
of the Army Civilians" (Army workforce diversity, 2008). The ADO is tasked with overseeing workforce diversity as well as reviewing current policies and procedures; and developing, coordinating and executing "strategic-level
plans for accessions, assignments, promotions, professional education, and retention" of diverse individuals (Army workforce diversity, 2008). Currently, the Army is conducting a "comprehensive workforce analysis" to determine a baseline (where
things stand now); it also will decide where it wants to go in future and formulate plans to address areas in which improvement is needed (Army workforce diversity, 2008). The
analysis "is a three-tier process," consisting of a review of "workforce statistical data and distribution indexed by race, national origin, and gender across multiple variables"; an examination of Army policies
to "identify structural barriers that limit or tend to limit the employment or career progression of certain groups"; the third tier is an analysis of "existing employee satisfaction surveys and
