reasons: taxpayer cost and prison overcrowding. Here is where the student will explain the difference between prearrest, pretrial and post-trial. Retraining teenage criminals to become positive, contributing members of
society has always proven to be a challenge for officials in charge of rehabilitation. Myriad diversion programs have been implemented throughout history to achieve this goal but according to
those in the field, none have proven as effective as the boot camp and shock incarceration programs currently in use by a number of criminal justice systems. In attempting
to put back the missing elements of a stable and productive person, such programs have been said to be instrumental in realigning otherwise maladjusted teens.
Despite the fact that statistics show this type of diversion program sometimes proves to be more detrimental than beneficial, much of the public connects it with a common
sense approach to combating teen offenders. Doris MacKenzie, criminology professor at the University of Maryland, says that people associate the uncompromising lifestyle of boot camp and believe it will
do those like Jack much good in the long run. MacKenzie does admit, however, there is no one-hundred percent solution that will solve the problem of offenders like Jack,
saying the country is still in the throes of determining the best methods for "dealing with the whole crime problem" (Schwartz, 1996, p. 47A). One area in particular where the
benefits of such diversion programs are especially appreciated is in the taxpayers pocket. With the advent of this influential application and the overwhelming positive results that have come from
