and cultural divisions that have long existed between nations are gradually giving way to an all-inclusive global society, for which education "is an absolute imperative" (Dunn, 2000, p. 34). Therefore, programs that enable education to keep pace with rapidly evolving technology must be devised, which has increased the reliance upon distance learning (Dunn, 2000; OLeary, 2002). By definition, distance learning is "a formal manner of teaching or instruction whereby the teacher and the learner are in separate locations most of the time... but are linked by a communications medium, which today includes television, compressed video, satellite transmission, and telephone lines" (Siegel et al, 1998, p. 71). It may seem like a relatively new approach to education, but distance learning has been around in concept for well over a century. Back in 1940, Sir Isaac Pitman (who also invented shorthand) developed a plan for providing instruction to a large number of students who were, for whatever reason, unable to take advantage of a conventional college classroom setting (Matthews, 1999). Pitmans mail-order correspondence courses caught on not only in the United Kingdom but everywhere, and soon, the United States, Germany and Japan were incorporating their own variations into their respective educational curriculums (Matthews, 1999). By the early twentieth century, the University of Chicago established the first official "department of correspondence teaching" and in 1911, Australias University of Queensland launched its Department of External Studies (Matthews, 1999). Distance learning came into its own when the United Kingdoms Open University was founded in 1969, which presided over the marriage of media and printed text (Matthews, 1999).
