Polk was encouraging the migration of thousands of permanent American settlers to California. The end result was a well-organized settlement in Northern California, and the transformation of a raucous
new American society (Dewitt, 1997). From the first glint of gold, Californias statehood was on the fast track of development. Fraught
with challenges no different than any other emergent community at this turning point in history, California was comprised of a cultural hierarchy that dictated which people would govern and which
would be forcibly controlled. Those who settled in California initially had the single-minded vision of collecting their fortune by following the gold trail wherever it lead, however, California turned
out to be such a plethora of mineral wealth that when the population concentrated in certain areas, it was the beginning of the social infrastructure that would eventually constitute the
