even socializing (Batavia and Schriner, 2001). Research shows that about one-third of persons with disabilities who can word do so while 80 - 90 percent of the population without disabilities
work (Loprest, 2008; Batavia and Schriner, 2001). In the 1990s, when unemployment rates were very low, there was still high unemployment among the disabled population (Loprest, 2008). Less employment
means disabled persons have lower income than others, which has a drastic effect on their lifestyles. There is also a significant number of persons with disabilities who cannot
work. They are physically or mentally incapable of working. The government offers a program called Social Security Disability Income. This is a federal program but it is administered in states,
like the Medicaid program. Thus, each state may have its own regulations for the program and each may administer it differently. The Social Security Disability program is intended to
provide a person who is injured or becomes so ill they cannot work. It is part of the overall Social Security insurance that both employees and employers pay into
each pay period. The individual must have worked long enough to have paid into the program (Heard & Smith, LLP, 2008; Sloan, 2008b). If the person has not worked and
thus, not paid into the program, he or she may apply for the Supplemental Security Income program (Sloan, 2008b). Also, the disability must be expected to last at least 12
