that all public administration is political, it is an instrument of politics and political values dominate. Caldwin is not alone in his viewpoints. Indeed, his views have been
expressed at many times in history by many different scholars. Perhaps one of the most widely-recognized critics of public administration was past president Woodrow Wilson (1887). These same
views were also quite eloquently expressed in Frank J. Goodnows 1900 position on politics and administration. Woodrow Wilsons views regarding the nature of
public administration in particular carry considerable weight. Wilson was educated in debate, law, political science, and history. In addition to his academic experience, Wilson is credited with many
books and articles in government and politics and holds the reputation of being a man who upheld the rights of the commoner against those of the rich and politically powerful.
Prior to his campaign for the New Jersey governors seat, a position which he would not only win but also ultimately use as a springboard to the U.S. Presidency,
he had taught history at a womans school in Pennsylvania and had served as the president of Princeton University. Like Gerald
Caldwin, Woodrow Wilson regarded public administration with some concern, believing that it was largely political in nature. At the same time, however, he believed in governmental intervention in private
affairs so that the best interest of all could be protected. Wilson believed, for example, in the regulation of business competition (Jordan and Litwack 554). In Wilsons views
business combinations were simply too powerful to be regulated and he sought to put the power back into the hands of the United States citizens. He stated:
