has raised questions that have divided world opinion and caused demonstrators to march on Washington to demand the alleviation of Third World debt to institutions such as the World Bank,
the International Monetary Fund (IMF), and the World Trade Organization (Crossette 1). Support for the position that third world countries should not have to repay their national debt is
gaining support within the Western world. The British charity Christian Aid, for example, argues that its really the rich countries that are indebted to the poor ("Filthy rich" 22). This
is argued because the developed countries use such a huge percentage of the worlds fossil fuels. If third world countries received credit for not fouling the global atmosphere it would
more then cancel out their cumulative debt ("Filthy rich" 22). Other authorities argue that governments seeking debt relief should have to demonstrate in some way that the money saved will
actually go towards programs that reduce poverty (Crossette1). The activism on the part of the third world that has become evident in recent months has caused third world leaders
to investigate their options in getting developed Western countries to share the wealth of the global economy ("Poor nations" 3). Earlier this month, third world leaders met in Havana for
the Group of 77 summit conference. Founded in 1964, the Group of 77 has grown to include 133 developing countries ("Poor nations" 3). The forty foreign ministers that met in
