commitment, involvement and belief (Nobel, 2000). The presence of these bonds is likely to help increase potential levels of conformity and promote social behaviour (Nobel, 2000). The higher these
bonds the less likely there would be the observation of delinquent behaviour (Nobel, 2000). The program needs to be developed so that these bonds are all increased and become important
enough to restrain delinquent behaviour. The first of these is attachment. This can be worth parental, peers and even the school. It was discovered that a major block in the
formation of attachment was seen where pupils failed to achieve good results academically (Nobel, 2000). The first facilities that are offered may be a computer suit with access to the
internet. Learning can take place in many ways, and with the use of these facilities there will be access to school resources to aid with learning. This can also be
supplemented with some non academic classes that may be seen as desirable, such as a engineering class once a week teaching the pupils that want to learn about cars. For
those who have a less physical interest there may be a class on building computers and writing computer games. These are all forms of learning that will help to develop
attachment with the school and the peers that are in the same classes. The provision of these with some of the teachers used, but in a more casual
