are now beginning to reevaluate their own human resource policies. For example, the Federal Aviation Administration implemented a strategic plan that requires its human resources office and line organizations to
collaborate on specific HR management goals and objectives ("Reinventing," 1999). It is believe that FAA is ahead of other agencies in this aspect (1999). The HQDA civilian personnel
and manpower communities is another example of agencies that have undertaken an initiative to change human resources administration; their plan complements the Human Resource Plan contained in the strategic planning
guidance of The Army Plan ("Minutes," 1998). Their proposal is focused on identifying the right people for the right jobs at the right time (1998). Skill identification techniques are included
as well as employee status issues coupled with the consideration of the size of the work force (1998). In fact, many public organizations have taken a proactive approach
in the recruitment and retention of personnel. Unlike the old days where not much attention was paid to the feelings and personal needs of workers, there is a great deal
