The advantage is that there may be no bad practices that need to be undone and the aspects of change that may be required for consideration in a company where there is an existing programme that needs to be changed does not need to be included. However, as this is a new company the development of the programme has to be right from the beginning, there are no existing practices and the development needs to consider all issues and identify the health and safety needs, prioritise these needs, develop a training programme and all supporting documentation and also instigate an ongoing monitoring system. When considering the development of the programme there also needs to be consideration of the various legislative acts and regulation that exist to protect employees and place an obligation on employers (Hayes and Cipriani, 1994). Any programme will need to have these as the very minimum standard of health and safety. To start the process the company should carry out a health and safety audit of the areas which this programme needs to cover. There are many definitions of a health and safety audit. The term audit is more often associated with accounting terms where it is defined as "An examination of records or financial accounts to check their accuracy" (Dictionary.com, 2005). If this is applied to health and safety rather than finance it must be an in-depth examination of all health and safety conditions. We can look to the Occupational Health and Safety Service from the Department of Labour in New Zealand where a health and safety audit is defined in more detail, and will be of more use for this paper.
