communication methods and speed have increased. The use of PR is important to commercial enterprises in order to survive, however, public opinion is also important to many non commercial bodies,
such as activist groups and pressure groups as well as the government. If we look at a hypothetical example then we may gain some insight to the way in which
PR may operate and be used. In this example we will look at Thailand, a country where there is a constitutional monarchy and a bicameral National Assembly (CIA, 2002). This
assembly is elected by a popular vote. As such public opinion may be seen as pf paramount importance to the government and its representatives and PR has a role to
play. The problem in this paper will assume that there has been a biological accident in the area, that the government is under a high level of criticism for
both the lack of regulation as well as the lack of appropriate action following the accident. An industrial facility at Chaing Mai has burnt down, and as the company held
some dangerous chemicals these have been placed into the atmosphere. The amount released was relatively small, but weather conditions have meant that the resulting contamination has blown over both China
and Burma, and looks as if it may also spread further west. The problem is that the government is receiving a great deal of bad publicity inside and outside
the country. Internally it is only a year until the next elections for the assembly, and the attitude of the press has been critical, arguing that the government were not
worried about safety in that facility as a government official had an interest in the facility, as well as it being a long way from the centre; Bangkok. At the
