additional skills and knowledge are required. In considering a strategy for the development of leadership skills the first consideration for the student has to be on the identification of those
who have the potential to be leaders and those who do not so that resources are used wisely developing future potential. In adopting a strategy it is not only the
short term requirements of the organisation that are considered, but also the long term needs. The first aspect of leadership theory is relevant at this stage as there are
those that believe leaders are born and not made, and those who believe that those with the opposite approach who argue leaders who are trained and have developed will make
more effective leaders. There are common characteristics recognised in leadership which any training and development programme must recognise in order to be effective. Peter Drucker offers an insight to
leadership in the late twentieth century and these required qualities. He states that a leader can not be defined by present personality types (a theory which was at loggerheads to
scientific management techniques). The main trait he believes is that a leader has followers, sets examples, has responsibilities and therefore will get results (Drucker in Hesselbeinet al, 1997). These can
be seen as personality traits rather than instil and disciplined quality, therefore we can argue that for senior management the correct people should be selected, however even those who are
seen as talented and natural leaders require some apprenticeship where they learn and hone skills (Hesselbeinet al, 1997). He further goes on to
recognise that a leader will usually submit themselves to a mirror test, continually judging themselves, asking is the person they see in the mirror every morning the person they want
