There are the highly vocal who are relatively few in number and the generally silent majority who may share basic beliefs on specific issues, but it is the vocal
who generate the most attention and are most effective at building support for the causes they support. So who ultimately sets public policy? If it is the role
of government to execute collective goals, just who is it who should be setting those goals and then determining the means to reach them?
Psychologists have long held that crisis in a relationship is not necessarily a bad thing, that if there are growing problems that need to be addressed, the arrival of
a crisis point presents prime opportunity for addressing those problems and changing the conditions that have led to the crisis. Difficult to do on an individual level, the concepts
complexity on a national level is evident. Superficially, it is the moral obligation of a compassionate people to take care of those who cannot care for themselves.
The government must be the collective guardians of the well being of the people who have given their consent to be governed, and there are
instances throughout history that illustrate the consequences of governments failure to demonstrate any of that individual compassion on a national scale. Events leading to the French Revolution serve as
a collective, if dramatic, case in point. The French government would not have been able to care for all who could not care for themselves, but it was the
responsibility of the countrys leaders to ensure that conditions were optimal for allowing the people to care for themselves. The issue is not
