democracy that stands for the interest of the people as a whole verses select individuals, seems to be an elusive task for many of the worlds countries. As history
has demonstrated, pure democracies are seldom long lasting. They are simply too riddled with problems related to the divergent view of the populace to sustain themselves over time.
Even less rigid forms of democracy, however, seem difficult to firmly grasp for countries like Uganda and Bolivia. A working democracy is a democracy where the citizens of the
county validate the right of the government to rule. One means by which this is done is the ability of a countrys citizens to vote without coercion. Another
means of citizen validation is that anyone can freely run for office. The intent of this paper is to access these countries in terms of these two specific conditions
of democracy. Freedom to vote without coercion will be analyzed on three specific indexes. These indexes will be: 1. access to voting polls, 2. access to information
delineating candidates stance on important issues, and 3. accountability. Freedom to run for office will be analyzed, in turn on three indexes as well. These will be 1. competition
2. political party representation 3. accountability Each index will be evaluated on a score of one to five with one being the least preferable and five being
the most preferable. Uganda and Bolivia have been chosen for this analysis because of their status as third world countries and because of
