change was profound, and with it came the development of a particularly Russian version of democracy. The struggles to implement the new form of government clearly demonstrate what democracy
is in practical terms. Democracy is a term usually used improperly in its strictest sense, but as commonly used, it is government by the people, either exercised directly or through
elected representatives ("Democracy" 351). Thus, the key to democracy is faith in and respect for the individual and participation in government by using representatives to put forth their interests
and to make the laws for equal application. In America and much of the West, this is a common thing, developed over long years of trial and error.
But in the Soviet Union, there was no tradition of self government before the collapse. Nor was there a true move to implement a new system as a good
thing. Rather, there was political disintegration and growing anarchy which led to a coup in August, 1991. This occurred because it became apparent that the Soviet Communist system
could not be adequately revived, reformed, and streamlined. Developments in the Soviet Union signified not merely the end of socialism but also the end of empire and military superpower
status (Hollander). Nevertheless, when the Soviet Union disintegrated, there were immediate moves to plunge into the new form of government which was alien to the Russian mind both historically
and practically. While it has worked, it has not been without growing pains and a certain degree of social suffering. The key to democracy is political participation. This
