the people in non-democratic countries attain their freedom is a noble one. A plan for doing this, however, is not quite as straightforward as might be desired. Most
envision these countries turning into democracies. Democracy, however, is not one ideology. It is a complexity of ideologies and requires careful and calculated planning and implementation to work.
Countries that have never experienced a democracy are unlikely candidates for success when they find themselves plunged overnight into one. Such is the case with many smaller countries
around the world. Iraq and Afghanistan in particular, illustrate the quandary of democracy. President Bush has affirmed time and time
again that the purpose of our current involvement in Iraq is the establishment of a democracy there. Bush often uses Japan as an example of how a democratic system
can effectively be established in a previously autocratic state. At a speech presented at the North Island Naval Air Station in San Diego commemorating the sixtieth anniversary of Japans
surrender, for example, Bush said "once again America and our allies are waging a global campaign with forces deployed on virtually every continent, and once again we will not rest
until victory is Americas and freedom is secure" (Kyodo World News Service). His point is well taken but applying it to the establishment of democracies in Arab countries is
complex to say the least. There have been inroads made in the Middle East in terms of establishing a democracy and part of
those inroads can be credited to U.S. persistence. While many Arabic countries such as Iran have yet to take definitive steps towards establishing democratic governments, numerous factors have come
