as a result of war, but where one is a much more recent independent country, the different stages of development and cultural influences on government can be recognised. For this
purpose the two countries examined with be Macedonia and Austria. The full name of this country is The Former Yugoslav Republic of Macedonia, and should not be confused with
the Greek province of Macedonia, which has also given rise to some deputes over the name of country, which have been partially resolved with an agreement between Macedonia and Greece
in 1995 (CIA, 2003). For here onwards it will be referred to as Macedonia. The form of the government is a parliamentary democracy, following the 8 September 1991 when
independence was declared. The desire was established with a referendum of all registered voters, with an overwhelming positive response. As a result the constitution was presented and adopted on
the 17 November 1991, and became effective on the 20 November 1991 (CIA, 2003). There has been as subsequent amendment to the constitution 2001, with the aim of increasing the
rights of minorities (CIA, 2003). The relative newness of this state can be seen in the structure that government has taken. The country is divided into 123 municipalities
or opstini (CIA, 2003). These are administrative regions. As with most western structures there is a separation of the powers and three main branches; the executive, the legislature, and the
