criteria. The issue comes in practicing democratic principles. A nation could well have all the parts and still be an autocracy or be ruled by an authoritarian head of state.
This is the way many countries begin when they transition from autocracy or dictatorship or other forms of unilateral rule to democracy. They need some middle space to grow after
