are seldom long lasting. They are simply too riddled with problems related to the divergent view of the populace to sustain themselves over time. An alternative to a
true democracy that has evolved is the deliberative democracy. The thesis can be presented that:
the deliberative democracy is self justifying, that its exercise of political power is a collective one revolving around the unrestrained public reasoning of the populace which it governs.
There are, of course, a diversity of issues that must be addressed when considering the
deliberative democracy. Habermas (22) clarifies that the proceduralist view of democracy differs significantly from the liberal view that government operates in the interest of society because of the democratic
process that grooms and shapes it to do exactly that. Habermas points out that this is the Lockean view of democracy.
In reality, the roots of a deliberative democracy date back into ancient times. The view that the government should operate in the interest of society and that the
democratic process insured that would be the case was held by many of the early figures in U.S. history in particular. Thomas Jefferson, Thomas Hobbes, and James Madison, for
example, could be grouped right alongside John Locke in terms of their views on the importance of democracy in shaping government to work in mankinds best interest. The
