to natural disasters. In developing a formulation of the problem, the entire scope of the problem has to be appreciated. This means looking at the range of disasters which
have hit the area, but it also means looking at the resources and skills which are available on Kava. The country obviously needs economic development, which is indicated by the
governments invitation to the company to set up in the area. However, even in a developing country, they will be important resources that can be leveraged for the benefit of
the country, the workers, and the company. These potential resources need to be identified. The way in which they affect, and are affected by global influences also needs to be
identified, along with the interests of the stakeholders involved in any decision to set up business. A basic formulation of the problem is to assess the current situation, looking at
it from a number of perspectives and ridding oneself of preconceived biases or ideas, and then looking at the desired outcome, or range of desired outcomes. The desired outcome, in
this case, should be one that benefits the company and the country due to the altruistic values of Chris Morales the company founder. When the potential outcomes are considered, and
a preferable one is identified the decision-making process can then move on to the way in which the current situation can move towards the desired situation. At a critical thinking
process there are four main stages; the first is that of observation, collecting facts and data avoiding making any judgments were decisions, then there is the analysis, followed by the
