foothold. Having analyzed the competitive makeup of the Center and its burn unit, as well as its core strengths and weaknesses, it seems imperative that the main advantage required by
the organization is one which facilitates superior implementation of processes through superior management of information; in other words, the implementation of a decision support system that relies upon a truly
integrated information system. This paper will explore the entire concept of quality improvement from this perspective. It will begin with an analysis of how quality management can interact with performance
measurement in order to ensure a cyclical and ongoing organizational improvement process, and then determine which methodologies are most critical for a context such as Brooke Army Medical Center. It
will then examine various forms of information technology implementations that could be potentially utilized to assist in decision support needs. Lastly, it will go into detail on the actual design
and implementation of such a system, and address the value it might deliver to the Center and its burn unit. To begin with, it is critical to look at
