the case with practically any other large organization, the U.S. Navy operates largely on the basis of statistics. Data collection is an integral part of numerous aspects of the
Navys day to day operations. Statistical analyses are conducted in order to plan combat specifics, logistics, and a diversity of additional Navy operations. One particularly interesting arena in
terms of data collection in the U.S. Navy is the weather. The weather, after all, has a phenomenal impact on Navy operations. Captain Robert L. Clark (2004), program
manager for Operational Effects Programs, Space and Naval Welfare Systems Command emphasizes that the importance being able to predict the weather and the various phenomena associated with it can have
between success and failure and life and death. Clark 2004) contends: "Next-generation ships, planes,
missiles and weaponry provide the foundation for U.S. military superiority. But using this sophisticated hardware to achieve maximum advantage often depends on the accuracy of one seemingly simple factor -
the weather forecast". As a consequence a great deal of attention is given it in
terms of data collection and statistical analysis. Naval weather data collection occurs under specific control methods as does the statistical analysis that follows that collection. Many of the
Navys methodologies are based on the work of others that have approached weather phenomena from a statistical perspective. Today, however, the Navys efforts have been validated by the
