provide insight into the degree to which social issues provide motivation for crime. The purpose here is to assess several points of the article and the data and methods
from which it developed. a. Identify the coding method and how it was implemented. Data Sources Harlow (2005) explains that national data on hate
crimes originate with two primary sources, similar only in their focus and very different in the sources of the information they contain. One is the National Crime Victimization Survey
(NCVS); the other is the FBI Uniform Crime Reporting Program (UCR). Individual law enforcement agencies report to the UCR, and that data becomes foundational for the Bureau of Justice
Statistics (BJS) (Harlow, 2005). The types of data that these two sources provide are quite different. Crimes reported through the UCR are
those that have been reported and in which local police or other enforcement units have been involved. These crimes are a matter of public record in the local area
and are categorized by those familiar with and trained in criminology, law enforcement or other area of expertise. Methods of Classification The National
Crime Victimization Survey (NCVS), on the other hand, is a survey of "approximately 77,600 nationally representative persons interviewed biannually about their experiences with crime" (Harlow, 2005; p. 1). In
