They perform validations studies on test instruments the department wants to use to assure the test is measuring what it is supposed to measure and to be sure the test is valid (Johns Hopkins University, 2004). Valid refers to the strength of the conclusions made from the test. Data analysts also perform statistical analyses and they develop analysis datasets and subsets (Johns Hopkins University, 2004). They also check to assure data integrity (Johns Hopkins University, 2004). They not only collect enormous amounts of data that may be current or it may be longitudinal, they manage all that data (Johns Hopkins University, 2004). Many public health departments do not place enough emphasis on data analysis, which will have negative effects. A report from the New York State Health Department stated: "In spite of an acknowledged absence of expertise in evaluation methods to provide evidence-based outcome analysis, many counties interviewed recognize how central data interpretation is to effective system management" (New York State Department of Health, 2004). The managers of these offices definitely understood that policies are developed on the basis of data analysis; they also knew that issues would be prioritized more effectively if data analysis is both current and longitudinal (New York State Department of Health, 2004). In fact, as this report argued, policies and programs are always based on objective analysis of data (New York State Department of Health, 2004).
