drug trafficking between the US and regions in South America have not been affected at all by the War on Drugs. What assails one with utter certainty is that of
twenty/twenty vision of history and the lessons that were learned and seemingly forgotten. In an examination of past laws, present procedures, and the devastation they brought to the United States,
as well as counting the cost, then it becomes quite clear that the cost of funding this punitive war far exceeds the cost of preventing it. If one stopped to
consider how much money is being wasted to combat a losing battle, one begins to see that it is globally irresponsible and breeds corruption and violence in the US and
abroad. After more than thirty-six years of internal conflict and bloodshed, hundreds of representatives representing their interests and parties met to discuss the 1.3 billion dollar Plan Columbia. This plan
was intended to end the war in Columbia and the resulting fallout that concerned neighboring countries. However, in the final analysis, it can be said that, not only was the
Plan Columbia as undemocratic as one can get, but its components will only, in theory, serve to escalate the violence, and not curtail or end it(Tate). In a US State
Department report the spokesperson states that in little than two years the War on Drugs in Cartagena has been successful. He says: "We have courageously faced those who would
subvert our societies, break our laws, and kill thousands of innocents. Top traffickers are dead or jailed; record levels of cocaine and other drugs have been seized; cultivation has leveled
off; interdiction is up worldwide; we have cracked down on drug users; consumption is declining as our people increasingly reject drugs, especially our youth"(US Dept. of State).
