According to Robert Bonner, the reason for the increase in violence can be traced to powerful drug cartels that are battling each other to determine which will have the most power in the nation (p. 34). These are dangerous times for both Mexico and the United States - Bonner notes that if the cartels win, the "criminal enterprises will continue to operate outside the states and the rule of law, undermining Mexicos democracy" (p. 36). This is definitely of concern to the United States - the last thing the U.S. needs is to be sharing a 2,000-mile border with what Bonner describes as a "narcostate controlled by powerful transnational drug cartels that threaten the stability of Central and South America" (p. 36). The problem is that the so-called "war on drugs," which focuses on treating users and dealers are criminals and stopping the flow of drugs from Latin America to the United States, has not been all that effective (Seelke et al 2010). The war on drugs has focused on drug crop eradication, in other words, focusing on supply reduction tools and, to an extent, education on the evils of drug use (Seelke et al 2010). The results have been mixed to not-so-great - were now seeing the rise of powerful cartels that will stop at nothing to gain and hold control of drugs. The war on drugs isnt suffering from a lack of funds; rather, the funds are not exactly being used or directed in the right ways (Seelke et al 2010).
