As well see in this paper, however, labor stoppages dont just happen - typically theyre used as ways in which labor attempts
to get the attention of management. Furthermore, well see that labor stoppages tend to take place in companies that tend to lack much in the way of a human resources
management component. Disputes in Question VIA Rail Strike During July 2009, 340 locomotive engineers walked off their jobs with VIA Rail, Canadas
national passenger rail service (Taylor, 2009). At issue was a December 31, 2006 expired contract, as well as issues concerning wages, job security and scheduling (Taylor, 2009). According to Teamsters
Canada Rail Conference spokesman Stephane Lacroix, negotiations between teamsters and VIAs management had been ongoing for years - since 2006 - and "its time for them to understand that we
cannot negotiate forever," he noted (Taylor, 2009). VIA cancelled a number of trains in anticipation of the strike and chartered busses for passengers
(Taylor, 2009). It was estimated that the strike would impact approximately 11,000 who used the VIA trains daily (Taylor, 2009). This strike, however
was quite short-lived, only lasting two days, as the locomotive engineers struck an agreement with the Teamsters Canada Rail Conference (TCRC) union and VIAs management for binding arbitration (Early End
