well investigate later on in this paper). In this paper, well examine the potential for setting up a breast cancer screening program
for rural women in SW Queensland, Australia; the justification, the steps necessary and the implementation of such a program. In this, well examine some statistics that come from Queensland, as
well as other working papers and articles. To determine methods by which strategic planning can and should be implemented when it comes
to a breast cancer screening program (not to mention the role played by the manager in this situation), weve turned to a working paper dealing with cancer screening among Canadian
populations (Working Group/Canada, 2002). The report notes that, for one thing, that the cancer should be an important health problem, with the issue being considered from individual and community perspectives
(Working Group/Canada, 2002). In addition, objectives of screening should be identified (Working Group/Canada, 2002). This particular report suggests that objectives should be center around mortality and its reduction (Working Group/Canada,
2002). Finally, the paper notes that there should be an adequate screening test that is "capable of detecting the susceptibility, precursor or presymptomatic cancer with reasonable sensitivity and specificity" (Working
Group/Canada, 2002). The importance of such a screening, its thought, is because of the problems indicative of a false positive test (Working Group/Canada, 2002).
