When deregulation of electricity took place in California, it was a massive catastrophe, complete with rolling brownouts and blackouts and in many cases, a increase in utility prices. Added
to that was predatory pricing practices from Enron Corp. and others, which drove up energy prices (Smith, 2005). Following California, 18 states,
to date, have deregulated the residential electricity markets, retaining control of the energy delivery (i.e., keeping control of the "wires") but removing restrictions on who could generate the electricity and
sell it (Smith, 2005). The problem is, that competition in this industry has ended up pushing retail prices up, mainly because the
market for electricity is extremely erratic (Smith, 2005). As a result, some of the states are retreating from it, while others (such as Montana) require that residential customers purchase power
through a "regulated" utility (Smith, 2005). So is deregulation a huge bust -- and is it possible to have deregulation and reasonable
prices and quality? On the one hand, in a free market economy, in which the consumer determines the product and distribution, it
should be assumed that quality follows. But in a heavily regulated industry - and deregulated industry -- such as public utilities, this isnt always the case. When the phone system
