Pikes Peak, which is part of the Colorado Community College System (and under direction of the State Board for Community Colleges and Occupational Education), relies on a formal decision-making process that includes planning, budgeting and problem-solving, and puts it all together under one committee called the Leadership Council. The Council offers advice to the President about institutional policy and procedural matters, on creation of the general fund budget and aligning the budget. What the Leadership Council does NOT do, however, is involve itself in curriculum, individual salary or individual budget issues. The Council consists of full-time faculty and staff, two deans, one director one professional/technical member and the vice presidents for educational services, administrative services and student services. Also involved are the faculty senate president, classified senate president, student government president and one adjunct faculty. Meanwhile, curriculum decisions are the responsibility of the faculty, while budgeting also goes elsewhere. In other words, there are a lot of different decisions with this model that seem to go to a lot of different parts of the organization. This is not necessarily a bad decision-making model, but it does have an awful lot of people making the final decision, without one person actually standing up and taking responsibility for it. The Smart Choice Model, on the other hand, relies on PrOACT (problem definition, clarifying objectives, developing alternatives, understanding the consequences) makes the decision-making processes somewhat easier and less cumbersome (Hammond et al, 1999).
