that the goal of physical education programming in the United States is the achievement of physical fitness through the creation of exercise habits. In recent years, the shift
in focus of physical education classes from skill development to physical fitness has occurred as a result of the recognized need to create habits of physical exercise to support physical
fitness for children. Childhood obesity is an increasing problem and Ernst, Pangrazi and Corbin (1998) support the belief that "physical education programs must teach students the value of physical
activity as a key component to health" (29). Each state outlines their own standards for the setting of benchmarks and outcomes for learners
in the high school setting. Standards can include things like: Personal Health and Fitness, A Safe and Healthy Environment and Resource Management. Assessments of these standards will
be based on determinations regarding which units focus on the particular standards and the outcomes for each student based on the following assessment criteria (based on national standards for physical
fitness): 1. Has the student learned the skill(s) within the context of the lesson, and can this skill be transferred to other activities. 2. Has the student
learned the body of skills needed to perform a variety of physical activities? 3. Does the student demonstrate a willingness to move towards physical fitness? 4. Does the
student participate in physical activity within the classroom setting and apply what is learned outside of the classroom? 5. Does the student understand the benefits of physical activity and
