September 2006 gives explicit information as to which students qualify for home instruction: the student "must be a New York City resident between the ages of 4.9 and 21 years
of age who has not previously graduated from and/or been granted a local/regents diploma from a public, private or parochial high school" (Regulation of the chancellor, 2006). The student must
have some sort of condition-medical, physical or psychiatric-that is so severe it prevents him from attending class; furthermore, the condition must be expected to persist for "at least four weeks"
(Regulation of the chancellor, 2006). It is expected that the student will return to the school they were attending when the condition resolves (Regulation of the chancellor, 2006). Applications for
this type of instruction are detailed and carefully scrutinized, and include both a "Medical Request Form" and a letter from the physician written on their letterhead (Regulation of the chancellor,
2006). The letter has to include both the diagnosis and the "expected duration of the condition" (Regulation of the chancellor, 2006). In cases of psychiatric disorder, a different form is
used, but the same comprehensive information has to be included. Curriculum improvement initiative: According to the website of the Home Instruction Schools, the curriculum the student follows will be the
one "prescribed in the students most recent primary educational program, with modifications as appropriate" (Home instruction schools). Its logical to assume that improving the curriculum for home instruction rests on
