there is no doubt that all United States Presidents are controversial, no matter what their politics or policies. But perhaps no president has been surrounded by more controversy about
his politics than George W. Bush. Bill Clinton was impeached for his personal misconduct and his terms were marked by a frenzy of people trying to discredit him, but
as messy as his personal life was, his political instincts appear to have been sound. He did not involve the nation in any sustained conflicts during his years in
office; he balanced the budget; and he presided over one of the largest "booms" in history. The situation has changed dramatically since he left office and we now
find ourselves mired under a debt load that is almost insupportable; our educational system is in shambles and Mr. Bush has failed to fund the "No Child Left Behind Act"
that he promised to the educational community; the "smaller" government promised by conservatives sticks its nose into every personal transaction, from banking to the bedroom; and the nation is now
stuck in a swamp called Iraq, with casualties mounting and no way out. Despite this, however, polls revealed that until recently, Mr. Bush retained the support of many Americans.
The change has come as the casualty figures in Iraq continue to mount and the White House offers no exit strategy. Although the Bush presidency offers many issues that
can be explored, the one that seems to stand out, for the reasons cited above, is the war in Iraq. Support for the war is at its lowest ebb
