interest of time and space, experts and analysts have concluded the European Union is not a federation. That said, it is important then to note the EU, in some ways,
operates under what can only be called federalism. The Jeunes Europ?ens F?d?ralistes (JEF), translated, Young European Federalists , note the first ever federal constitution was signed in 1787 at
the Philadelphia Convention.i Unions of states since that date have not duplicated a federalist state.ii Interestingly, various movements towards a more federalist status have existed in Europe since the
19th century.iii By 1950, the movement had gained strength and influence to build "a pacified Europe, with no more racial hatred or borders."iv JEF contends: "Today, after many years of
struggle, defeats and successes, the European federalists must face the final decisive battle."v Therefore, the first fact that must be established is that while the EU and its political and
