a school, an organization, a state or a nation defines its identity and behavior. Policy codifies norms and establishes parameters within which specific ideals are expressed and goals are accomplished. Cultural policy establishes "how the arts are supported, who decides what is broadcast, what will be built, what pastimes will be encouraged...(and) how we relate to our diversity as a nation and to the rest of the world (Adams and Goldbard, 1995). Therefore, it can be seen that a "cultural policy" refers to a specific set of parameters that establish how a specific group of people address issues pertaining to culture. This position can be overt or simply assumed. However, regardless of whether or not a cultural policy is overtly stated, governments and other official institutional structures have a tremendous impact on the nature of cultural policy (Adams and Goldbard, 1995). Specific cultural policies are needed by American public school systems precisely because public policy toward diversity in the United States is often "fragmented, haphazard, and frequently sub rosa" (Adams and Goldbard, 1995), that is, something that is assumed by participants, but not explicitly formalized. American history shows that cultural stance of official structures has traditionally been one of intolerance, supporting legalized oppression of minority cultures. This fact held true until the Civil Rights movement of the 1960s began to introduce legislation that has subsequently dismantled the legal support structure for racial or ethnic prejudice and replaced this outdated paradigm with new ideals, which value the nations extensive cultural diversity. Specific cultural policy is required in order to combat the lingering effects of the past, and education plays a key role in this process.
