As this suggests, in many ways, counselors are regarded as acting unethically in their practice behaviors when they fail to address the cultural factors that affect the various areas of
counseling, such as rehabilitation counseling services. For example, when clients perceive cultural conflict between themselves and the counselor, it can lead to mistrust, as clients feel that they are
insensitive to the cultural meaning of their experiences (Day-Vines, et al, 2007). Among white clients, the premature termination rate is roughly 30 percent, which compares sharply with the premature termination
rate for clients with diverse cultural backgrounds, which is around 50 percent (Day-Vines, et al, 2007). Responding to the need for counseling
that is culturally competent and meets the needs of ethnically and racially diverse clients, the American Counseling Association (ACA) revised its ethical standards in 1995, requiring counselors to respect "diversity,
avoid discrimination, and demonstrate cultural sensitivity" (Garcia, et al, 2003, p. 268). The ACA Code defines diversity in terms of "age, cultural, disability, ethnic group, gender, race, religion, sexual orientation,
marital status and socioeconomic status (Garcia, et al, 2003, p. 268). Additionally, researchers have indicated that there continues to be a need for programs that prepare counselors in how to
address the ethical dilemmas that can arise in a multicultural context in regards to rehabilitation, mental health services and gender (Garcia, et al, 2003). The ACA Code of Ethics
