Another definition of cultural competence is "a set of congruent behaviors, attitudes, and policies that come together in a system, agency, or among professionals and enables that system, agency, or those professionals to work effectively in cross-cultural situations" (Center for Effective Collaboration and Practice, 2001). Harper and Lantz commented that if social workers were culturally incompetent, they could harm clients instead of helping them (Childrens Services Practice Notes, 1999). Cultural competence goes well beyond having knowledge of different cultures, being aware of cultural differences and even beyond being sensitive to these differences (Center for Effective Collaboration and Practice, 2001). A brief definition of the other three will help clarify: * Cultural knowledge is being familiar with the characteristics, values, behaviors, belief systems and the history of a culture different than ones own (Center for Effective Collaboration and Practice, 2001). * Cultural awareness is a set of attitudes allows a person to be open to differences in another culture, it is a type of sensitivity. One cannot be aware until one has knowledge (Center for Effective Collaboration and Practice, 2001). * Cultural sensitivity is knowing both the similarities and differences between cultures and being nonjudgmental about those differences. The individual does not assign a right or wrong to any difference or similarity (Center for Effective Collaboration and Practice, 2001). As this author said, "Cultural competency emphasizes the idea of effectively operating in different cultural contexts. Knowledge, sensitivity, and awareness do not include this concept" (Center for Effective Collaboration and Practice, 2001).
