Essay / Research Paper Abstract
This is an 8 page paper giving a critical analysis of two articles in the assessment of juvenile boot camps’ effectiveness. Two articles are examined on the effectiveness of juvenile boot camps within the justice system: B. Zaehringer’s work in 1998 entitled “Juvenile boot camps: cost and effectiveness vs. residential facilities” (Koch Crime Institute White Paper Report); and, S.X. Zhang’s 1998 article “In search of hopeful glimpses: a critique of research strategies in current boot camp evaluations” (Crime and Delinquency 44(2), 314-334). Zaehringer’s study used national and research intensive data to support his conclusions and analysis of the system which in order to improve its effectiveness would need a much more comprehensive focus on aftercare and rehabilitation. Zhang’s article studied the effectiveness of the studies themselves, excluding Zaehringer’s, but admits he was not comprehensive in the studies that he surveyed. He in turn reported that the overall effectiveness of the boot camp system has not been proven despite the positive goals set by the boot camp administrators.

the justice system since the Office of Juvenile Justice and Delinquency Prevention introduced three pilot projects in 1992. The first, J. Tyler, R. Darville and K. Stalnakers "Juvenile boot camps:
a descriptive analysis of program diversity and effectiveness" was published in July 2001 (The Social Science Journal 38(3), p. 445) but upon close scrutiny was found to be a report
of B. Zaehringers earlier work in 1998 entitled "Juvenile boot camps: cost and effectiveness vs. residential facilities" (Koch Crime Institute White Paper Report). For the purpose of this analysis, references
will be made to the original Zaehringer report and article. The second article on boot camps to be studied in comparison with Zaehringers will be S.X. Zhangs 1998 article "In
search of hopeful glimpses: a critique of research strategies in current boot camp evaluations" (Crime and Delinquency 44(2), 314-334). Zaehringer studied various aspects
of the boot camp system such as adherence to the military models, profile of juveniles in each facility, length and capacity of camps, the cost per juvenile on the system,
the type of aftercare provided and the recidivism rates. Overall he felt that the juvenile boot camps were more costly to the system than other alternative detention options and the
effectiveness, although difficult to prove, seemed to be less than that of traditional options. Recidivism rates, the rate at which juvenile fall back into the criminal system, were disappointing. Zaehringer
suggested that perhaps boot camps could prove their worth in the justice system if they improved the aftercare provided to the juveniles and better assessments could be made of the
system if evaluation methods were improved as well (Zaehringer, 1998). Zhangs article studies the effectiveness of the research strategies used to determine the
