that Washington and the White House ignored at their own political peril. Broder refers specifically to an announcement made by the largest purchase of medical care in California that
its insurance premiums are increasing at a phenomenal rate. CalPERS (the 1.2 million-member California Public Employees Retirement System) indicated an increase of around 25 percent, roughly twice that of the
previous year (Broder, 2002). Other institutions also reported premium increases from 13 to 41 percent. Broder argues that all of the indications are that the health care industry in
the US is facing a severe crisis that will only get worse without serious and severe reform. An examination of Broders argument shows that it is persuasive and convincing. Furthermore,
substantiating literature is not difficult to locate, which leads to the conclusion that Broder is correct and leaders in Washington should pay attention. In making his argument, first of all,
Broder points out that CalPERS has a reputation for being "hard-nosed" and "efficient," as well as the fact that California is first in the country when it comes to managed
care (2002, p. A15). He goes on to state that "When the single most important player in...managed care sees its bills going up at that rate, it says unmistakably that
time has run out for this dysfunctional, disjointed thing we cal heath care" (2002, p. A15). Increasing premiums force employers to cut back or eliminate health care benefits, which drives
more and more Americans into the ranks of the uninsured, making the problem even more complicated (Broder, 2002). He then discusses the perspective on health care over the last
