In 2006, Junginger et al. published a research study that investigated what effect, if any, mental illness with concomitant substance abuse had on individuals committing crimes. They selected their population
from the Hawaii Jail Diversion Project. This project identifies persons suspected of mental illness with substance abuse and diverts them out of jail to mental health or substance abuse rehabilitation
programs. Participants were arrested for a criminal action and met the diagnostic criteria for mental illness according to the "DSM-IV Axis 1 which is identified as schizophrenia spectrum, major
mood disorder, and co-occurring substance abuse" (Junginger et al., 2006). Researchers obtained information about offenses from booking sheets. A majority of the crimes were procedural such as individual failing to
appear in court of violating their parole, minor violations such as theft, and nonsexual violent crimes. They explored the reason the individual had committed the crime by asking them a
few probing questions, like, "Why did you do...?" "Is there anything else you can tell me about ...?" Lead researchers individually rated the responses using a 5-point scale to determine
how probable it was that the mental illness or substance abuse was directly or indirectly related to the offense. Another rating scale was then used to determine probabilities
with 0 meaning definitely not and 100 meaning definitely. A definite score indicating mental illness caused the person to commit the crime could be he was experiencing delusions. An indirect
linked between mental illness and the crime might be the individual was experiencing confusion or disordered thoughts. A direct effect for the link with substance abuse could be the person
was high or intoxicated when they committed the crime. An indirect link could be the individual stole something to buy drugs. The research study found very little correlation between mental
