the principles, the following are considered essential to developing a strategic plan for the city of Shelby: * Define a population, what population will the program emphasize? (Office of National
Drug Policy, Principles, 2003). Since the goal is to prevent drug-related criminal offenses, there are two major populations for the program: the youth population and the incarcerated population who may
be granted parole back into the community. * Assess levels of risk, protection, and substance abuse for that population (Office of National Drug Policy, Principles, 2003). Shelby has experienced an
increase in youth crime and in drug-related crimes. In 2003, there were 13,400 arrests for drug-related offenses. Other crimes, like robbery, aggravated assault and theft have also been linked to
drugs. Drugs may well play a role in the increase in gang-related crimes in the city. The city school district has an 8 percent drop-out rate. * Strengthen life
skills and drug refusal techniques (Office of National Drug Policy, Principles, 2003). Teaching life skills and critical thinking processes and enhancing social interaction competencies has been found to be effective
(Office of National Drug Policy, Principles, 2003). There are many different programs available to assist in this goal, including Drug Abuse Resistance Education, Drug-Free Communities Support Program, Gang Resistance Education
and Training and the Juvenile Mentoring Program (Office of National Drug Policy, Programs, 2003). * Intervene early and at developmental stages and life transitions that predict later substance abuse (Office
