in 2002 prompted a recommendation that North Carolinas drug court programs should be either eliminated or sharply curtained.1 The NC Drug Treatment Courts were established in order to hold offenders
who are chemically addicted to a substance accountable for complying with court ordered treatment services. These are problems solving courts that bring together intensive judicial supervision together with substance
abuse treatment and frequently also offer health services within an environment of a multidisciplinary team. Begun in 1996, this program has been enormously successful.2 Yet the NC Administrative office
of the Courts proposed slashing $11 million from its $305 million budget and this cut included the $1 million being spent on drug courts.3 This cutback indicates a disturbing trend
in the North Carolina criminal justice management system. There have been no suggestions to cut back on prisons or tough sentences for offenders. Rather, the state is cutting back on
programs with a humanitarian orientation that address the root causes of many social problems. Examination of this trend shows that, first of all, justice demands that there should be continued
improvement in regards to the criminal justice management system, and, secondly, that there are ways by which this can occur at the local level that significantly aid the communities involved.
