The greatest single problem in today's prisons is the inability of prison management to prevent the entry of drugs and other contraband items from entering the prison environment. The paper provides a description of the "model prison" in which the reachable are identifiable and kept separate from the hardened, and the hardened are brought to understand that they have indeed hit bottom so they can begin to change their lives. The five major objectives of sentencing goals are to achieve retribution, deterrence, protection of society, rehabilitation or restoration. Retribution. In seeking retribution, the goal of sentencing is to ensure that the guilty pay for the crime committed, and that punishment is harsh to same degree of seriousness of the crime. The death penalty is an example, particularly when used in conjunction with a murder conviction. The guilty has taken a life; his sentence is to lose his life in return. Deterrence. When the goal of sentencing is to deter others from making the same poor choices in the future, sentencing may seek to make an example of the convicted in the case of serious crimes. The death penalty is an example again, in the hope that those contemplating murder or rape will stop in the heat of the moment, believe they could be caught and convicted for their crimes and remember that others have paid with their lives for the same offenses. There is debate over the deterrent effect of the death penalty, but fines and prison appear to have deterrent effect, depending on the state of mind of the offender and his history at the time of his arrest. Protection of society. This goal of sentencing is to remove the offender from the general population for the purpose of protecting the larger population from the criminal. A thief or rapist generally cannot terrorize the local community from behind bars. Rehabilitation.
