these are commonly held values, and while for some issues there are clear standards which need to be maintained, for example almost every employee will agree that theft from an employer is unethical. However, there may be some issues where there are subjective judgements, or standards that are expected which may not be as clear. In these instances it is arguable that a code of ethics or a code of conduct is able to provide guidance where clarity is required. The ability to provide this guidance, with a clear set of standards has a great potential so support ethical decision making by organizations and individuals (Verbos et al, 2007). A case that is cited to support this is WorldCom during the accounting scandal and the derision of codes of ethics by Bernard Ebbers, the then CEO (Schwartz, 2004). However, the presence of a code of conduct does not guarantee compliance; Enron had a 62 page code of ethics that was widely circulated within the firm, but still (Lefkowitz, 2006). A major issue is the way that employees may be desensitized to the codes of ethics or codes of conduct, with many potential issues. The way that documentation regarding the employment relationship is managed is often taken for granted, with assumption by employees understand the codes and will assume that they are in compliance, or do not see the way that it applies to their own tasks (Huczynski and Buchanan, 2007). This leaves employers with a challenge in how the code of ethics or conduct can become part of the culture and be used in the way that it was designed.
