primary objective will be to outline the process of creating a victim services unit. This unit is to be a clearinghouse for victim services information, as well as a
source of information and active assistance for victims of crime. Audience The report is for the benefit of the local district attorneys office,
through which the unit will be organized. The unit itself may become a part of the district attorneys office, or it may, as has been the case in Denver,
be organized as an independent, nonprofit organization. If the unit is to be independent of the district attorneys office, that office and the local police department will be the
