As educators were struggling to initiate reforms, the ideas caught their attention and the label of learning community soon emerged (Hord, 1997). Morrissey (2000) explained that as both researchers and practitioners reviewed, examined and analyzed school improvement over the last decade or more, it because rather apparent that little significant progress had been achieved. Efforts, while well-meaning and sincere, were "narrow, piecemeal attempts . . . [that] lacked the fundamental supportive cultures and conditions necessary for achieving significant gains in teaching and learning" (Morrissey, 2000). Teachers were still working in their own classrooms, isolated and struggling, trying to solve the problems on their own and needing time to discuss and collaborate with peers (Morrissey, 2000). This does not mean that teachers were not improving their own knowledge and skills but it does mean they were not prepared to be an effective teacher with every single student who passed through their rooms (Morrissey, 2000). Morrissey states "professional learning communities offer an infrastructure to address these issues" (Morrissey, 2000). LaFee commented: "It is hard to define exactly what a learning community is. It is even harder to create one" (2003). Morrissey suggests the term "professional learning community defines itself. A school that operates as such engages the entire group of professionals in coming together for learning within a supportive, self-created community" (2000). Hord (2001) reported there is no universal definition of a professional learning community but there are five identifiable attributes in a professional learning community: "supportive and shared leadership, collective creativity, shared values and vision, supportive conditions, and shared personal practice." ...
