advocacy of harsher penalties for drug trafficking (Lubbock, 1). No one would seriously contest the fact that kids should say no to drugs, and no one would seriously contest the
fact that drug dealers should be punished. But all seem to be missing the most obvious question. Why do teenagers continue to abuse drugs and alcohol, and what can be
done about it? First, lets take a look at the depth of the problem. In 1930, the average age at which adolescents took their first alcoholic drink was 17 for
boys and 19 for girls. Now it is 13 for members of both sexes. In addition, a federal survey has shown that of the 20.7 million junior-high and high-school students
studied, 10.6 million -- over half -- drink. Eight million of these drink at least once a week, and 450,000 of them drink more than five drinks per episode (MDX
Website, 1). The percentage of high school seniors who admit to having used alcohol illegally is as high as 80% (Nadelmann, B-9). Although the percentage of boys who drink is
higher than girls, girls get intoxicated more easily and are more vulnerable to permanent organic damage after consuming less alcohol (Gleason, 15). And last year, the National Center on Addiction
and Substance Abuse at Columbia University released a national survey in which 22% of teenagers said it is likely that they will use an illegal drug in the future --
double the percentage who gave that response in a similar poll only the year before (Hubler and Riccardi, B-1). Its apparent that many are doing more than just speculating: forty-five
