1972, which is when Israeli athletes were targeted and murdered by terrorists at Munich, during the Olympics (Mantell, 2007). On September 11, 2001, 19 al-Qaeda terrorists hijacked several commercial airliners
and used them as weapons, crashing them into the twin towers of the World Trade Center in New York City and the Pentagon, with one crashing just outside of Shanksville,
Pennsylvanian due to the heroic intervention of the people on the plane. The dead numbered 2,976 and there were over 6,000 people injured (Ripberger, 2011). This event was the catalyst
that launched the US governments international policies towards terrorism as well as the dedication of enormous resources towards the goal of protecting the country domestically from another attack (Ripberger, 2011).
The Department of Homeland Security (DHS) expends roughly $50 billion annually to meet the task of identifying, mitigating and defeating threats to the welfare and safety of the American public
(Ripberger, 2011). Simply defining "terrorism" has proven to be problematic, as definitions vary between different American agencies, much less between international organizations; however, there is general agreement that
the term "terrorism" denotes the "deliberate and illegal use of violence" that intentionally targets non-combatants, that is, "innocent civilians," for political reasons (Scheld, 2010, p. 1). In terms of domestic
